The Demise of the 28-Point Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the tension triggered by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been stabilised. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: another massive barrage of rocket attacks on Kyiv.

The Cycle of Peace Talks and Military Action

The chain of contrasting events captured the bleak nature of the recent timeframe. By day, political struggles are fought: positive announcements are issued from various governments. Considerable effort is allocated on restraining specific proposals. By night, the Kremlin brutally reminds the world that, for them, military action persists as the main instrument for achieving "resolution".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is able to track projectile deployments from across the border, a ability provided through up-to-date information. From observation points, military aircraft that had been deployed to counter approaching cruise missiles streaked across the sky – sophisticated military planes supplied to Ukraine by NATO members.

Shortly after, Kyiv's missile defense thundered: multiple launches fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, most likely supplied through Western nations. Every firing creates sudden vibrations, causing tremors. The instant of fear quickly becomes sober acceptance: maybe the incoming missile won't hit its mark this time, sparing the city from ruin and further power outages.

Ongoing Risks

Not long after, a heavy machine gun fired at a drone somewhere nearby, part of a rapid response unit – probably allied-provided weaponry. Sadly, the projectiles didn't strike the enemy aircraft – it continued its flight toward its destination.

Periodically, this persisted until dawn. Kyiv greeted the daybreak reports: multiple fatalities, damage and utility failures in many homes as a result of the nocturnal offensive. As always, everyone still maintained normal activities – enduring hostilities. But those full day illustrated Ukraine's critical military reliance on Western support – a dependence that European nations are demonstrably unable to fill in the short term.

Ineffective Peace Efforts

The comprehensive proposal from US administration sparked intense emotion, debate and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new initiative from American administration follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually secure success. This trend will, no doubt, continue.

Political Considerations

It is easy to blame specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. American leadership operates on a premise familiar among experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The White House presumes that it is unrealistic to pressure the Kremlin to abandon the areas that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, Washington does little to prevent Kremlin actions, through statements or actions, from thinking that the current condition will not change more in its favour in the months ahead.

Divergent Views

Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its supporters are nearing depletion. Their incentive to sign a deal that does not give them the maximum possible gain is close to zero. There may be many attempts to stop fighting, but they will continue as long as Russia's government remains highly assured in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing lives and land but preventing a entire defensive failure until situations evolve in its favour.

Existing Situation

Objectively, there are no real preconditions for a armistice. Now, subjective factors are entering the equation: personal goals to negotiate peace and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any proposal Kyiv finds unsuitable, so that their priority does not move to homefront challenges. And although their mission will now be considerably more difficult after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are guiding negotiations.

Assessment and Future

It took a only one week to eliminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, recent disclosures, all achieved their purpose.

While new proposals based on established approaches are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and demonstrate specific hesitation to change the course of events, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, largely rely on continued Western support.
